Putin hosts African leaders at Moscow summit

Russian President Vladimir Putin opened the third Russia-Africa Summit in Moscow on Wednesday 28 Oct, telling African leaders that Russia is a natural ally and accusing the West of exploiting the continent's resources and using debt to slow growth. Delegations from 48 countries attended, including 22 heads of state. Burundian President Evariste Ndayishimiye, current African Union chair, co-chairs the two-day meeting. Putin said Russian firms want manufacturing plants in Africa to bypass Western sanctions, and cited 2025 trade of $27 billion, down 2.4 % from 2024. Putin plans one-on-one talks with most attending leaders.

On 28 Oct, at the Russia-Africa summit in Moscow, President Vladimir Putin called Elon Musk a genius for launching thousands of satellites. Digital Development Minister Maksut Shadayev said Russia has put more than 30 satellites into orbit for its own network, Rassvet, built by Bureau 1440. Shadayev put Starlink at more than 5,000 satellites, while independent tracking suggests close to 10,000. Putin said Moscow remains in close contact with American partners, including Musk, to keep orbit orderly. Ukraine, which relies on Starlink and its military version, reported service problems earlier this month.
